The Ministry for Ecological Transition and Demographic Challenge (MITECO) has presented the guidelines for the CE Implementa program, part of the Recovery, Transformation, and Resilience Plan (PRTR). With a budget of 120 million euros managed by the Institute for the Diversification and Saving of Energy (IDAE), this initiative promotes the creation of energy communities focused on advancing renewable energy and energy efficiency in Spain.

The CE Implementa 2024 grants offer an excellent opportunity to finance innovative projects related to renewable energy, sustainable mobility, and energy demand management. Below, you can find the requirements to apply for these subsidies.

Beneficiaries

The grants are available to legal entities, both public and private, that are part of a Renewable Energy Community (REC) or a Citizen Energy Community (CEC). These communities must be composed of at least five members and maintain their independence from them.

Individuals interested in creating an energy community may also benefit. If you have not yet formed a community but are interested in doing so, we can assist you with the initial steps. Essential Requirements and Obligations

Maintenance and Operation: It is mandatory to ensure the operation of the subsidized activity for a minimum of five years.

Ownership of Assets: Beneficiaries must demonstrate ownership of the subsidized assets, such as heating and cooling network equipment, as well as photovoltaic installations.

Pilot Projects for Energy Communities within the CE Implementa Program

They must include at least one action within the first four areas of focus detailed below.

1. Energías renovables eléctricas

Involucran fuentes como biomasa, biogás u otros gases renovables, eólica, hidráulica y solar fotovoltaica. Todas estas tecnologías deben contar con un sistema de almacenamiento detrás del contador para ser subvencionables. Este almacenamiento debe poder acumular al menos 0,5 horas de la potencia generada por las energías renovables.

2. Energías renovables térmicas

Relacionadas con aerotermia, biomasa, biogás, biometano, geotermia, hidrotermia y solar térmica. Los sistemas deben aprovechar estas fuentes para aplicaciones específicas mencionadas en la convocatoria.

3. Eficiencia energética

Centrada en mejorar la eficiencia de la envolvente térmica de edificios públicos o de propiedad comunitaria. Estas mejoras deben beneficiar a todos los miembros de la comunidad energética.

4. Movilidad sostenible

Aplica a bicicletas o vehículos eléctricos compartidos, siempre que pertenezcan a la comunidad energética, e infraestructura para recargar vehículos eléctricos.

5. GestiĂłn de la demanda

Involucra sistemas de almacenamiento hidráulico o innovador, como baterías de nueva generación o reutilización de baterías vehiculares, además de soluciones para agregar demanda de energía térmica y proporcionar flexibilidad de consumo.

Eligible Expenses for IDAE Grants: What You Can Include in Your Project

a) Management Costs: Expenses related to the administration and justification of funded activities. This includes payments made by the applicant or final beneficiary to companies or professionals responsible for the administrative and documentation management of the application and/or its justification.

b) Technical Project Development: Costs associated with creating technical projects required for the implementation of the funded activities.

c) Tender Documentation: Expenses for drafting tender documents necessary for executing the subsidized projects.

d) Project Supervision: Costs for professional oversight during the execution of the activities.

e) Safety and Health Coordination: Expenses for coordinating safety and health measures during construction and assembly.

f) Construction Execution: Costs related to the execution of works, including civil works and/or installation assembly.

g) Equipment and Materials: Investment in equipment and materials related to the funded activities, as well as auxiliary installations.

h) Management and Monitoring Systems: Systems for managing, actively controlling, and monitoring both the generation and storage of electrical or thermal energy in the facilities supported by the project, to optimize management and production.

i) Energy Community Management Tools: Costs for developing tools for the management and administration of the energy community.

j) Communication Expenses: Costs related to fulfilling information and publicity requirements under the NextGeneration EU and the PRTR framework.

k) DNSH Principle Compliance: Expenses related to meeting the obligations of the Do No Significant Harm (DNSH) principle.

Maximum Aid Intensity from IDAE

The maximum aid intensity will be determined according to the limits set forth in the regulatory guidelines of each call for applications.

 

Budget for Calls and Investment per Project

5th Call

  • Total budget: €30,000,000
  • Maximum investment per project: €1,000,000

6th Call

  • Total budget: €90,000,000
  • Minimum investment per project: €1,000,000

Deadline for Submitting IDAE Aid Applications

The submission period for applications will start on September 19, 2024, at 09:00 and end on October 31, 2024, at 12:00.

Evaluation and Selection of Applications

Selection will be conducted on a competitive basis, evaluating projects according to the criteria detailed in the official call for applications.

Deadline for Implementing Funded Actions

The timeframe for completing the investments and executing the funded actions is 14 months, starting from the date of notification of the favorable aid grant decision.
